NT2-docenten hebben vaak te maken met zeer heterogene groepen cursisten: hoog- en laagopgeleiden worden ongeacht hun aanvangsniveau of land van herkomst bij elkaar in een groep geplaatst. Vanaf 2007 is hier met de invoering van de Wet inburgering nog een extra variabele aan toegevoegd: een grote groep oudkomers, die nu verplicht is om in te burgeren, stroomt in.
