Het civiele domein is de maatschappelijke ruimte waar individuen en gemeenschappen elkaar ontmoeten, met elkaar in gesprek gaan, en zich inzetten voor sociale en politieke kwesties. Het is een domein dat nog niet beheerst wordt door wetgeving of marktwerking.
