Elke basisschool heeft een zorgplicht voor leerlingen die moeilijkheden ondervinden met de leerstof. De overheid vraagt scholen om een zorgplan op te stellen waarin precies wordt beschreven hoe leerlingen met specifieke problemen worden geholpen.

Voor lees- en spellingsproblemen is die zorgplicht goed uitgewerkt. De zorg voor leerlingen met rekenproblemen en dyscalculie blijft daar aanzienlijk bij achter. Dat doet leerlingen met die problemen tekort.
